Equinet Cluster on Strategic Litigation - Information Note

Equinet 2015 Work Plan foresees the creation of a Cluster on Strategic Litigation. Equinet will assist the setting up of a members-led thematic cluster which will bring together equality bodies’ legal experts with an interest in strategic litigation in discrimination cases.

Equinet training session on “Helping equality bodies to apply for and use EU funds” - presentations and training module

In September 2015, the Bulgarian Commission for Protection against Discrimination hosted a training session on “Helping equality bodies to apply for and use EU funds” in Sofia, Bulgaria for staff members of equality bodies.

The training session included 18 staff members of equality bodies who deal with EU funds application or who could be potentially in charge of these tasks in the future.

The training session was delivered by Mélissa Moothoo, Mission Director at Welcomeurope, a Paris-based consultancy providing training and advice on European grants and funds.


Annalise Frantz, Senior Project Executive at the National Commission for the Promotion of Equality (Malta), also provided the participations with her experience.

Meeting of the Federal Anti-Discrimination Agency and its partners in support of the Horizontal Directive: Transcription of Anne Gaspard’s speech and minutes of the meeting

On 26th of June 2015, Equinet supported the initiative of the German Equality Body and Equinet Member Federal Anti-discrimination Agency (FADA) to raise public awareness on the so-called Horizontal Directive and to call on the German Federal Government to take actions towards unblocking the Directive’s proposal in the EU Council.

At the meeting, FADA gathered representatives of German NGOs and European NGO networks to exchange information about the current political situation in relation to the proposal of the Horizontal Directive and to discuss actions that are needed to move the legislative process towards the adoption of the Directive.

Equinet request to provide short examples of case work and research supporting the need for the EU ’horizontal directive’

Dear Equinet Members,

Equinet is currently in contact with the European Commission, the European Parliament and various European networks of NGOs concerning the so-called ‘horizontal directive’ (the Directive proposed by the Commission in 2008 and currently in front of the Council, that would ensure equal treatment in areas outside employment on the grounds of age, disability, religion and belief and sexual orientation). As you might have heard or seen in recent Equinet communications and other news, there seem to be some positive and encouraging developments regarding the directive proposal.

In connection with this, for various upcoming meetings, we would like to ask you to provide us with material of the following kind that support the case for the adoption of the directive:

  • Cases on the grounds and in the areas of the horizontal directive that can be used to show the importance of introducing EU legislation in the field (e.g. touching examples/stories that show why the Directive is absolutely indispensable and how it can change people’s lives). Examples can include cases that you’ve dealt with but also complaints that you received but could not deal with due to the lack of legislation covering the area in your country.
  • Research on the economic benefits of equal treatment legislation in order to counter the argument of disproportionate costs.

Due to the quick developments on this issue, we would be grateful if you could send Ilaria Volpe (ilaria.volpe@equineteurope.org) and Tamas Kadar (tamas.kadar@equineteurope.org) any examples at your earliest convenience (they do not at all have to be lengthy case descriptions, just one paragraph setting out the key problem), possibly before this Wednesday 11th March 2015. We apologise for the short notice, the reason for which is that one of the first meetings where we could use such material takes place already on Thursday 12th March 2015.

EC Horizontal Directive - Note for Equinet Members

This internal note on the proposed Horizontal Directive aims to give you updated information on the state of play regarding the negotiations of the text, and to encourage you to engage at the national level as appropriate to advance the position of your country.

The Horizontal Antidiscrimination Directive proposed by the European Commission in 2008 aims to ban discrimination based on sexual orientation, age, disability and religion or belief outside employment, including areas such as education, social protection, healthcare and access to goods and services (including housing).
