Annual Activity Report from the CoE Commissioner for Human Rights

In his first annual report Nils Muižnieks, Commissioner for Human Rights of the Council of Europe presented his findings on the human rights situation after his country visits, meetings with authorities and discussions with NGO representatives during 2012.

The Commissioner in his report underlines the critical issues of children’s rights and also emphasizes on the living conditions of persons with disabilities which are in general unsatisfactory. This annual report also focuses on minorities issues, in particular Roma, that are increasingly the targets of discrimination, racism and intolerance and also migrants, refugees and asylum seekers who are also experiencing tough times in today’s Europe. Lastly, the Commissioner analyzes the state of freedom of expression which appears to be worrying as well as the dysfunction of some national justice systems and the excessively slow implementation of the judgments of the European Court of Human Rights that seriously undermine the rule of law.
