The EU Charter of Fundamental Rights: What can it do?

The Open Society Foundation has recently published a briefing paper “The EU Charter of Fundamental Rights: What Can It Do?”(by Israel Butler). This background paper explains primary keys issues regarding the Charter’s legal nature and origin and answers several questions about the EU Charter. The paper explicitly analyzes when does the Charter come into play at EU level and at a national level and how the Charter could be used by individuals or organizations in order to influence or pressure the negotiating process and make sure that any law and policy is created in accordance with human rights standards.
