'Human rights and gender identity', a new Issue Paper by the Council of Europe Commissioner for Human Rights

Thomas Hammarberg, Council of Europe Commissioner for Human Rights has recently published an Issue Paper titled 'Human rights and gender identity'.
The Commissioner’s document points out that transgender persons should have full enjoyment and respect of their human rights, such as the right to life, physical integrity and the right to health care.
The publication presents some positive steps implemented by some countries in order to protect the rights of transgender people and provides recommendations to prevent discrimination and intolerance.
